The assessment framework is intended to be used for the Climate Plan, though it may also serve as the starting point for the assessment of the Climate Memo and the Progress Report.

Assessing climate policy is a new task for the Advisory Division. The experience that the Advisory Division gains over the course of time may lead to revisions of the assessment framework in the future.

Climate goals

This assessment focuses on the extent to which the Climate Plan contributes towards achieving the climate goals set out in the Climate Act.

Assessment questions:

• Does the Climate Plan fulfil the requirements set out in the Climate Act?
• How does the policy formulated in the Climate Plan relate to the climate goals for 2030 and 2050?
• How does the Climate Plan deal with inherent uncertainties (bandwidths and scenarios) over this time period?
• How is monitoring of the Climate Plan organised and is it possible to adjust the policy, if necessary, in a timely fashion?
• How is the relationship (cross-sectoral cohesion) between the individual sectors and (clusters of) measures visualised?
• How is an adequate infrastructure of knowledge and expertise maintained?
• How does the Climate Plan relate to other national policies?
• How does the Climate Plan in the Netherlands relate to international and European (policy) obligations?

Administrative and executive aspects

The division of tasks and responsibilities between government authorities and feasibility for businesses and citizens are central themes in this assessment.

Assessment questions:

• How does the regional approach to the further interpretation and execution of the policy formulated in the Climate Plan, relate to the responsibilities and authorities of the municipalities and provinces?
• How do the inter-administration agreements to be made and the ‘rules of the game’ in this context relate to the responsibilities of municipalities and provinces?
• How is the administrative power of government authorities and ‘ability to act’ of businesses and citizens taken into account in relation to the implementation of climate policy by means of regional energy strategies?
• How is compliance with the proposed measures taken into account?
• How is the progress in the implementation of the policy as set out in the Climate Plan monitored?

Economic considerations

This assessment focuses on the financial/economic considerations and consequences of the Climate Plan.

Assessment questions:

• How does the Climate Plan provide insight into the costs of the proposed policy?
• How does the Climate Plan provide insight into the cost-efficiency of the proposed policy?
• How does the Climate Plan provide insight into the division of costs/benefits for proposed policy across governments, businesses and citizens?
• How does the Climate Plan provide insight into the economic effects of the European and international policy formulated in the Climate Plan?

Legal aspects

This assessment is a legal evaluation of the Climate Plan.

Assessment questions:

• How do the measures proposed in the Climate Plan relate to Dutch law?
• To what extent are further regulations required for the proposed measures and what are the particular focal areas in this context?
• How do the measures proposed in the Climate Plan relate to procedural and other obligations for the Netherlands that arise as a result of European and international legislation?
